  1. Sift the flour, sugar, baking powder, and salt into a large bowl.
  2. Whisk the water and oil together in a small bowl.
  3. Make a well in the center of the dry ingredients, and pour in the wet. Stir just until blended; mixture will be lumpy.
  4. Heat a lightly oiled frying pan over a medium-high heat.
  5. Drop the batter by large spoonfuls into the pan, and cook until bubbles form and the edges have dried out.
  6. Flip, and cook until browned on the other side.
  7. Repeat with remaining batter.
